On February 1, 1862, Governor Bonard of Cochinchina signed the decision to establish Con Dao prison - "hell in the world" (now Ba Ria - Vung Tau province). This is a prison system with many solitary confinement areas, tiger cages. Camp 1 (later converted to Camp 1, Camp 2, Camp Phu Hai) is larger than 12,000 m2 including 10 large (large cell), 20 solitary cellars, 1 special examination, rice and stone dam.

Phu Tuong Prison, famous for "tiger cage", was built in 1940, with an area of ​​over 5,000 m2 including 120 cellars with iron bars above, 60 rooms "sunbathing" without roof.




It is divided into two zones each with 60 cells, 30 solariums and a clinic. This solitary confinement was completely hidden and in 1970, when discovered and exposed, shocked and shocked the international public.
